Throughout the history of Leicestershire Swimming, LASA has supported a Performance Pathway for swimmers who show potential to become elite athletes, ideally aiming towards participating in Regional and National competitions.
LASA has an agreement with City of Leicester SC (CoL) to deliver a Performance Programme for Leicestershire & Rutland swimmers aged 11 to 18+ who meet the the pathway criteria.
There is a Memorandum of Understanding (MOU) between Clubs and CoL which describes the cooperation between the parties and the processes for identifying swimmers and how and when swimmers are invited to the Programme. The MOU also defines the entry and exit criteria and training expectations for each squad within the Programme.
The following clubs have signed the Memorandom of Understanding:

- Leicester Penguins SC
- Loughborough Town SC
- Market Harborough SC
- Oadby & Wigston SC
- Shepshed SC
The following clubs have not signed the Memorandom of Understanding:
- Coalville SC
- Leicester Sharks CSC
- Melton Mowbrary SC - support the Pathway but not until age 12
